This is just a way of marking particular clients whose needs and RiskAssessment are perceived to be particularly concerning at present, and making a protected space for them in the team discussion at Team Meetings. These are clients' whose needs MUST be discussed - as crucial questions need answering, that require the whole team as the Reflective Quorum.
